While 'Magical Girl Pretty Sammy' isn't an ecchi and Papillon Rose just isn't good, they're still both OVA parodies of the magical girl genre, whether they fail at being a parody or not is up to you

when i think of a magical girl, i usually think of a teenage girl but 'Magical Girl Pretty Sammy' and 'Cardcaptor Sakura' just so happens to have a little girl as its lead, who both have a dark purple haired best friend too

Magical Girl parodies are not that rare but somehow hard to find. So if you're looking for some, here are two. Pretty Sammy spawned from Tenchi Muyou franchise and later created it's own full-length TV series. Nurse Witch Komugi is a parody of many different anime, not only magical girls. The catchphrase for "villains" in both is similar too ("let's begin" in Pretty Sammy and "let's begin de gozaimasu" in Nurse Witch Komugi).

Both are part of the magical girl genre and both have a talking animal as their partner. Also the main characters look sorta alike.

These OVA series are part of franchises that have nothing to do with magical girls, yet decided to go ahead and take their characters and do a magical girl parody anyway. They are fun as silly AUs of their original source, appreciating the characters in new contexts, as well as enjoyable for seeing the magical girl genre poked fun at.
