The creater of Azumanga Daioh helped create Mahou Yuugi (Magical Play) as you may notice from the character designs. It has the same random silliness too. An absolute "must-watch" if you can find it.

bright colors, absolute chaos insane fun character designs, that good ol' fashioned moe cranked up to eleven protagonist girl is dumb as rocks late 90s - early 00s anime

Their silliness is of the same caliber and they feel similar in a way. Mahou Yuugi is more episodic than Moeyo Ken, though. You'll like them both if you like anime like them.

Chaos and randomnes typical of the 00's comedy, brought to you by cute girls.

Weird/peculiar humor, often meta. Similar wacky characters Excel - Zucchini, Il Palazzo - Purilun. Both shows give off a similar vibe and overall feel of an experimental animation not bound by chains of reason.
