It just strikes me as odd, since a lot of the customs and lore seem like they would be at least a little closer to more period-appropriate in the late 1940s to early 1950s. Everything about the atmosphere just screams "immediate post-war era".

Because it focuses on the Hellsing organization. Hellsing is generally very traditional, and only really replaces things that need to be replaced, like guns and other weapons. They obviously take pride in the mansion, so they likely would not want to change its exterior or interior much. Also, vampire lore goes pretty far back. You can see that the rest of the world had technology avalible in the 90s, like live news broadcasts, colored television, and the internet, which all play roles in the series.
