Unexplained plot holes?

So who killed the fake laughing man? Was it the real laughing man, who isn't discovered?
Who killed Serano? And why were Public Security section 9 killing military guys who were there to arrest them and then they get to go back to work as if nothing happened?

There never was a laughing man. That corrupt minister (or whaterver politician it was) took advantage of the TV-Incident and blackmailed the companies and made it look to the media as it was "a laughing man" who did it. Doesn't make any sense when you think about it for one second, but thats what they were going for with this.

As far as the whole military invasion thing goes: that is just one big plot hole that doesnt make any sense whatsoever. That pathetic explanation "oh the chief knew what he was doing from the beginning" is just appaling. He didn't know jack since the Serano appehension took place beforehand. And that whole "Major meets up with serano scenario" didn't make any sense to begin with.

But thats Stand Alone Complex for you: Fake-Deep and Fake-Sophisticaed. The second gig and solid state society are exactly the same.
