Kureha is the only one that wasn't a totally dick in the first life and he even says friea is a tool. Plus she is the only one that gets any affection as a person in the show. The rest are just tools. Setsuna is a good second tho

Regarding best girl. Well, the LN makes that crystal clear.
Keyaru only considers 2 girls his lovers, comrades, companions and treats as actual human beings.
Freia is just a tool in his eyes. Setsuna is a “Mascot”, Norn is just an annoyance.
Eve is the only one he willingly trust and Kureha is the one he shows genuine affection since she is loyal out of her own accord.
Kureha is hot, big breasted, badass, she was not a piece of crap in the original timeline and silver hair supremacy.
Kureha and Eve are his lovers so it really comes to personal preference. Kureha (IMO) is better.
