No, it was developed with the other episodes, and only reordered due to sensitivity of the earthquake anniversary timing.

And other shows with X.5 episodes should also be combined with their shows.

main issue is that this episode is required viewing and required to be viewed in a particular order (between 5 and 6)

but I get why Mal has it listed separately.
