My guess as to why is the same reason every time there is sexualization of what Westerners want to call “minors”: it's to cater to their puritan morals to maximize profits. But that’s my assumption. What's the official reasoning? Have the animators and staff at Studio KAI elaborated on the decision? EDIT: So it turns out I was misled. The author is the one who made the changes. I'm a dummy. I read the light novel, it doesn't have ecchi content.
The designs are exaggerated to attract attention, and it was THE AUTHOR who changed the designs, NOT THE ANIME.
The author can do whatever he wants with his characters, end of discussion.

| For anyone wondering, Teoritta's design from the first episode wasn't censored at all and that's exactly how she looked when first met in the LN. What we see on the LN cover is her outfit from later chapters, that may or may not be censored in the future. More than that, the studio actually took some liberty with it.  |
