if this is an "ecchi" anime then so is Gurren Lagann since they both have just about the same amount of fanservice. a humorously sexual premise does not an ecchi anime make. I don't think there's anything remotely wrong with ecchi anime, but I don't think a show where only 2 out of 13 episodes have prevalent fanservice in them counts.

if this counts as a "parody" anime when only two episodes are meant to parody an existing work and most of the references are more of a fanboyish tribute than an attempt to comment on or mock the works in question, then Gurren Lagann is a parody anime too (hint: it isn't).

I kinda want to see if other people agree with me first because I doubt they'll change it because of one whiner

the 'ecchi' thing is just wrong and as far as I know, the common definition for 'parody' in most dictionaries doesn't include minor shout-outs meant as a tribute. I think the "parody" thing came about because people want to think the art style was chosen to MAKE FUN of American cartoons, not because the creators loved them and wanted to use them as influence. it's not like the poop and dick jokes and whatnot were chosen as part of a "mockery of America" either, because this has been Imaishi's sense of humor for years, long before he worked on a show with a huge Western influence.

Isn't the point of ecchi to be sexually titillating? PSG, for the most part, is not.

this, exactly. there are a few bits that are clearly meant to be fanservice (they even admitted this in the beach episode when Garterbelt said "we'll keep it short so male fans won't have to wait") but there really isn't that much fanservice at all. The standard anime style bits are very short, not to mention few and far between, and the only episodes that have prevalent (sexual) fanservice in them are the casino episode and the beach one (and even then the beach one was very tame)

Actually this is a parody anime, just that it doesn't have too much parody element so that everyone thinks it is. And they should put in "comedy" for a tag.
