When did Shizuma become Etoile?

Hey guys, just finished watching this a week ago but something has been bothering me. From my understanding, an Etoile is elected for a year? So when Shizuma ran for Etoile with Kaori, the anime shows she was in her fourth year when she ran for Etoile. Does that mean she ran again in her fifth year, won again (by herself), leading to the events of the present day where she is the Etoile in her sixth year? I feel like I'm missing some important details here, or I might have been wrong about my initial assumptions. The only thing that makes sense to me is that she ran in her fifth year with Kaori (who would be a third year, since it's stated she's the same as Nagisa), won, and became the Etoile in her sixth year. I am completely confused.
