Where did all that budget go?..

So I read up somewhere that this show had alot of budget going for it. But then why is all the fight scenes in the show so poorly animated?... there is not a single memorable fight scene in this show. Was the money spent on the characters?.. definitely not as the characters pretty much look like every other character that A-1 has animated. The money didn't go to the story as it is your just your generic school anime. So where did it all go?

It's planned to be 2 split-cour from the beginning, so obviously half of the budget were reserved for the 2nd cour.
