Does this season skip any manga chapters?

I heard Season 1 skipped an arc, many chapters and a arc to shifted to Season 2 . Season 2 also skips chapters it seems

Naoki Urasawa's Monster anime adaptation seems to adapt all chapters and follow the manga panel-by-panel if I remember it correctly
