During the dystopian War of Akudama:
-War crime
-Political Instability
-Civil unrest
-Turmoil
-Massacre
-Limited freedoms
-Coup d'etat (probably not)
-Anarchist government

Aftermath:
-Nobody won
-Many lives lost
-Both sides are to blame
-Unable to form a democratic government

Pretty much, man. I think its based on the premise of change. Its up to us to guess what happened after, I suppose. The people rioted and it seems the Enforcers are outta power. The Police Chief's dead. Strictly anarchy. The kids get to walk away and live their free life. Selfish, yeah. Unfulfilling?? I suppose so, yeah. But I still enjoyed that. They WERE hired to do a job, and that was pretty much what they did. Weird, Akame Ga Kill-style anime, but I liked it alot.

It’s just how the cyberpunk genre works. They all go roughly the same way.

pretty much, but you say that like something is supposed to change or as if there should be an alternative ending?

That was the point of the show.
Ordinary Person gradually descends into villainy and eventually embraces it, becoming the Swindler.
In the end she indirectly killed more people than anyone in the series by instigating violent riots. Even if the government was overthrown it is all chaos and anarchy now, so nobody wins.
