For me, the best anime about mafia is Gungrave, without doubt. As for manga, I liked Ichi the Killer, Sanctuary and Heat. I'm also planning to read Crying Freeman one day.

OUROBOROS is a mix of yakuza and police! They keep each other balanced perfectly in the manga;)
