did you read the tweet? it specifically states, "Beginning with Cour 2, the English dub will be delayed."
since Crunchy 'mostly' farms out their foreign language dubs (non-English) to companies specifically doing ADR work in/from that Country/Language i doubt this Edub delay will affect those companies' work. this isn't the first title that Crunchy has had a problem with their Edubs keeping up with the Japanese releases/simulcast dubs. more than once Crunchy has NOT done an Edub for a title but had other languages' dubs made. it also isn't the first title that the Edub was delayed at some point, but the foreign language dubs showed up 'on time' or earlier than the Edub.
Crunchy should have just done their normal 2-3 week delay before starting their Edub on this title like they always do. simulcast dubs ALWAYS rely on how fast and/or EARLY the Japanese anime studios can email or courier the original masters and finalized Japanese scripts to the USA. if Bones Film couldn't get that to Crunchy in time? the Edub just won't happen on time either.
for an example. the Funimation staff put together some BR/DVD extras for 'FullMetalPanic IV: Invisible Victory.' i watched this on my copy. their ADR director and the head writer were in the extras on-camera. they mentioned and described the following.
for that project, Funi had SEVEN CALENDAR DAYS early access to the original anime masters and the finalized scripts for EACH WEEK'S EPISODE. they were working ahead by just one week. now, of course the LN that franchise is based on have been out for-ev-errrr... translated etc. so Funi already had the source materials at-hand. but the anime work? reading, watching, listening, encoding, translating, localizing, recording, editing, making new masters as well as simultaneously producing the Subtitles... the staff ate slept and worked at the Funi studios for days upon days to meet each deadline. they often barely finished with 3 days 'leeway' to polish and check for errors for 72 hours before the scheduled upload on FunimationNow!
could you imagine the stress levels for that team (and the recording artists?) for 3 MONTHS for a 12-episode season? Gachiakuta is going to have 6 MONTHS worth of 24 episodes. i'm just surprised the 'announcement delay for the Edub' took this long to happen.
