Kiddy GIRL-AND yes and no. It's more for story progression then relationship. (Kissing but nothing much else.) Just don't expect anything to big from it.

A anime doesn't need confirmed relationships to be considered yuri, the kissing between two females is enough alone to call it yuri. This series is considered a sci-fi/yuri anime. It has plenty of yuri subtext that will make any yuri fan happy.
