Neither, it's a human wearing mystical armor. The Makai Knight in this franchise wears powerful mystical armor to fight the demonic Horrors.

As a fan of Tokusatsu, I'm really excited about this! Haven't seen anything of GARO before, so I guess I should take this opportunity to start watching GARO :D
