I was planning on watching this but was wondering if I need to watch the ONAs to be able to enjoy the TV series.

Kyousou Giga is a strange beast.

The original ONA happens in the middle of the story, action and craziness included. The second ONA series goes into the background of everything, which includes stuff the original. The television series includes all of the above, but they're all cut up and inserted all over. The television series also includes more in the beginning and expands on the ending. You can go into the television series and not miss anything, but as a whole, it's really an odd experience that's quite unique. From the first ONA to the television series, it's like watching the staff experiment as they try to find their footing with each successive anime.

fwiw, The 2011 ONA and the 2012 Yase's Cup ONA have an epilogue that's missing in the Episode 0 and Episode 4, which replaces it with a preview.

If you like those sort of movies where you're forced to piece things together, you'll want to watch the ONAs, then read the speculation in the forums!
