How do they choose which manga to animate, anyway? Why only Inu?

You asked this three months ago so not sure if you still want an answer, but the publishers are the ones that decide what manga gets animated. Adaptations are usually, if not always, for promoting the source material. Since Dear is a completed manga, they will most definitely not make an anime out of this. The only exception to currently publishing manga/LN being the only ones to be animated, is if the completed source is popular/well-known (maybe considered a masterpiece among many). An example being Kiseijuu being animated and made into live-action films and TV series last year. Same with how Legend of the Galactic Heroes is getting a reboot too.

I would love an anime adaptation for Dear though, I think it's more interesting than Inu, although I gave that up only a few chapters in. But unfortunately, it's better to give up on an anime adaptation for any completed manga.
