Akane is practically part of the Sibyl System. The degree of her influence is to the extent that Sibyl will back away from their consensus and massive investment in SEAUn at behest of her word.

The problem is that Sibyl is like the board of directors of a company with Akane as the unofficial CEO without coordination or communication between the two. Thus the board can and will act alone without Akane's approval until she ends up cleaning up the mess. This stems from the fact that there is no official line of communication between the head/ceo/Akane and the body/board/Sibyl.

I predict that this issue will be resolved when Akane's brain becomes part of Sibyl. It is inevitable.

I feel Akane should just forgo her brain to Sibyl. If her influence is that massive, then she is literally being the villain by not joining them and whipping them into shape.

I think what makes Akane a strong influence over Sibyl System is because she is a human who accepts Sibyl System, but still holds her moral view and standing strongly. If we compared Akane to Mika, Mika is more like an example of how Sibyl wants it's people to work, they want people who will focus on just achieving the result. Sibyl is the same. Sibyl is literally like a computer despite being made up of brains. They chose and calculate the best possible route of action and take it. The only problem with Sibyl System, like many other similar creations in fiction, is its own lack of human morality. This is where Akane fits into Sibyl. Akane is the human morals that Sibyl lacks. Due to Sibyl being made up of a series of brains, its able to adapt and understand which allows Akane to hold her unique position over Sibyl.

The problem with adding her to the system is that is the moment Akane stops being human. Its commonly heard that humans must live in the real world in order to develop a strong sense of morality. Akane has this in a especially high quantity, and that makes her a good idea of human morality for Sibyl. But Akane is still human, one person like her is not strong enough to develop a big enough influence. Keeping her out and able to grow and develop this morality is what Sibyl wants from Akane. Akane growing and developing morality that is commonly accepted by most people is what Sibyl needs.

Even if we were to add a ton of people like Akane to Sibyl System, the system itself would begin to crumple just like society does when there exists two factions in the same area. Sibyl would cave in onto itself and destroy itself. Here, there is no right or wrong exactly because while, lets call it, Moral Faction will try to keep everything morally correct, the Sibyl Faction will focus on achieving results with the most ease and efficiency. Morality usually stops people from doing this and as a result Sibyl becomes an existence that can't make a clear decision.
