Hey there! So, the airing date for this is incorrect.

According to Crunchyroll: http://www.crunchyroll.com/anime-news/2015/05/24-1/city-hunter-new-anime-in-the-works-as-oad

It will be released as a bonus OAD for the purchasers of all 12 volumes of the manga's upcoming new editions titled "City Hunter XYZ Edition," which will be published for the 30th anniversary of the manga started in 1985. The first two volumes are scheduled to be released on July 18 at the price of 1,728 yen (about 14.20 US dollars) each.


So, only the first two volumes of the manga's new edition were published on the 18th. Meaning, we still have to wait for the additional 10 volumes to be published before the DVD actually gets released.

It appears that they've been releasing two volumes each month.
[*]Volumes 1 & 2 - July 18th
[*]Volumes 3 & 4 - August 20th
[*]Volumes 5 & 6 - September 19th
...and Volumes 7 & 8 are slated for October 20th

If they stick to this release schedule, then Volumes 11 & 12 (along with the OVA for whomever purchased all 12 volumes) will be released in mid-December.

Thus, we should change the airing date to December 2015.

Estimated release date is May 2016. Mail-in orders with receipts are being accepted through March 1.

but then what was that short animation of ten minutes that was around the web??? i think that who ordered all the 12 volumes of the new edition received the OAD with the first two volumes

No clue which short animation you're talking about. The only video I can find on it is the short 1-minute preview video for it which began making the rounds in October 2015, which was quite a few months after the first two volumes came out.
If it was a pre-order bonus that became available at the beginning of the manga's re-publication, then why would they have a preview in October 2015 for something that people could have already potentially gotten their hands on?

I download the OAD in the old release date, but it seems like now nobody have it. His duration is 3 minutes approx (sorry, i thought that his length was 7 min), it's more like an animated manga; but the rare about this is that some of the images previewed in the trailer there isnt in the OAD

There were two specials released on October 24 and November 13. The first is approximately 1 minute long, while the second is 4 minutes and 20 seconds. However, the footage in them are not the OVA itself. The reports appear to indicate that they are segments of a longer work which has yet to be released.

I'm still unsure as to what exactly they are going to release? Is it just a short promo or is it actually a full ova?

I'm unsure about everything.
MAL lists the OVA as having a duration of 20 minutes, but I don't know where that data comes from.
I'd have to imagine it's already been released at this point, but... I don't even see it listed under the "works" section on Kamikaze Douga's website... http://www.kamikazedouga.co.jp/contents/index.html
Nor is it shown in their video on their youtube channel which re-caps their works from 2015: https://www.youtube.com/watch?v=UgCpPnid-XE

Did they drop the project or put it on hiatus or something? I'm so confused...

That information comes from the page on Tsukasa Hojo's website:

モーション グラフィック アニメ 「獠のプロポーズ」特製DVD(約20分間)

The DVD was definitely delivered to customers.
