However, Ramadan or not, the majority view it as impermissible (e.g. Imam Malik, Imam ash-Shafi'i, Ibn Kathir, Ibn Qayyim, al Qurtubi... may Allah have mercy on them), and some view it as makruh, but permissible under some conditions (e.g. Imam Abu Hanifa, Imam Ahmad Ibn Hanbal may Allah's mercy be upon them) such as not being able to marry and being seriously afraid you might fall into zina. So... I suppose it's better avoided, especially during a month that is supposed to be dedicated to all forms of worship. |

Yes, as I said, the majority opinion is that it's prohibited altogether. Some scholars such as Imam Abu Hanifa though allowed it under certain conditions. |
