Handa-kun class rep voting

In the episode where the battle between Handa and Aizawa, to become the class rep, they of course end up marking the amount of votes. My question is though, how does the voting system actually work? I know little about Japan, their culture and so on so I'm just trying to understand the tally system that they use. Can someone please explain?

I don't remember the episode, you could tell me the episode number so I could look it up but I'm guessing it's just counting? If it's just the tally method that you don't understand then this is how it works : you draw a parallel line for each count and after 4 counts the 5th count is represented by a diagonal cut on the previous 4 lines and that completes a 'set' of 5 and then for 6 you start a new 'set'. This way the counting goes on. Did that answer the question?

they just use 正 instead of the western one with the 4 down strokes and line through. it works the same way just different shape
