What happened with Libra's new member?

So at the end of season one, in the after credits scene of the last episode, all of Libra members welcome a new member to the organization. However, throughout the second season we don't see any new members (that I noticed at least).

Was it because the second season didn't follow the same direction?

I also thought that it could be a welcome for the viewer as a member. I don't have any way proof for this though.
