Based on episode 8, I have the following prediction for the story:
- Kotaro's motive to revive saga is based on Kiichi Momozaki, and that Kiichi Momozaki is Kotaro's ancestor (Hence his real name could be Momozaki Inui)

- Jofuku (The bartender) could potentially be Itou's ancestor, hence the similarity when kotaro goes to drink at his bar and knowing Yuugiri.

- Sakura gave him an Iron Frill CD back in season 1 - As such, Kotaro fell in love with Sakura. After the events of Truck-Kun, Kotaro fell into a depression for quite a long while. At the same time, the bartender mentioned Yuugiri's story to Kotaro as well as the art of necromancy by his great-great grandfather, hence to Fulfill Sakura, the girl that he fell in love with before she died, Kotaro started to revive people through Necromancy to bring Sakura's dream as an idol to fruition, and the first test project was Yamada Tae (As her grave was next to Sakura). After Tae's success in being revived as a Zombie, Sakura was next. Hence Saki (The power of Dominating Saga), Ai (A present Idol and Sakura's favourite Idol), and Junko (Idol in the 60s) got revived to support Sakura's Dream. Since Kotaro's ancestor's love's desire to see the new "Saga", Yuugiri was Revived Afterwards. Since Kiichi Momozaki also mentioned a Saga where Gender are not labelled and limited, Lily became the final person to revive.

What do you all think? Any other theories in your opinion?

In my opinion, what you are analyzing is quite fitting. It's just that, we have to prepare that not all of them will appear in the anime.

I heard that the Production Committee will release a manga about the backstory of various characters in Zombieland Saga? Maybe they would explore more there (after all, This is the CyGames or CyberAgent Group's anime, their tendency to produce an entertainment franchise, is "developed into a media-mix" like Uma Musume & Idoly Pride, 2 franchises which are also being developed into media-mix franchises by them).

I had a theory that Tae’s brain was in the body of the dog. This week’s episode proved me wrong.

That is quite a theory and after reading, it also made me visualize that it can be a theory for the real deal. kudos to your skill

Sounds very plausible. However at the current pacing I don't think we're gonna get our answer this season. Maybe only partially, but answer to the whole reason he reanimated them will probably have to wait for another season, if there's any.

Seems Logical considering zombieland IS pretty profitable xD
