You can say sarcastic or insane, but not really. He mocks, enjoys and encourages murders, but his personality is not always like that, if we see the jokes he makes us before bed we can see a witty monokuma talking about anecdotes or frivolous stories. That said, he's actually both, he's witty and cheerful but he also has a desire to see others suffer and ridicule them in the most flashy way possible, what you should pay attention to is the timing to show the most perverse side without being recurrent or failing in the attempt
