Even if he wasn't born there. His parents are from there. Kinda like you born in different country your parents isn't and you going back to your parents home. May not be where you're from but your family still lives there. So there might be a time Mikoto runs into his relatives.

I think he will run into the relative, because he's chasing or walking towards his parents path, while trying to find out the history of his parents. Not only that but also establish himself in the new world.

The general idea of Isekai is, a person or a group travel to a world that is not the Earth or their original world. There are so many reincarnation shows where a character belonged to World X, died there and reincarnated in the same world. Those shows are not isekai.

Even if Makoto is returning to a world where his parents are from, He is traveling across worlds. So that qualifiess it as an isekai.

I think it classifies as a isekai because he is in another world which is not the original world he came from.

Even if your parents are from a different country than the one you're born in, your parents are still born in the same world as you. In this anime, the parents are from a different world than mc. So it's an isekai.
