Who is the girl in episode 3 she looks exactly like Roxy but by then Roxy should be way more younger,but she looks way older is she really Roxy?

No it wasn't. That is from a flashback Fate had. He said something along the lines of he workers what the holy knight is doing that took care for him, because I think it was episode 3 where Fate and Roxy took care of the kid missing her mom.

Since Fate was a little boy there, I somehow doubt this shall be Roxy. Roxy would be several years older than him then.

I thought maybe it was Roxy's mom at first but then saw the painting of Roxy and her dad which looked like her. I think its Roxy, but strange for Fate not to recognize her after all this time. Maybe he doesnt remember her face when he was young.

It is Roxy. She had saved Fate in the past but Fate doesn't know that the Holy Knight who helped him is actually Roxy. Kinda strange Fate doesn't recognize her after all this time. He was young so it's understandable
