I mean, when it's there (basically every episode) it's quite exxagerated for the sake of comedic effect.
If you're wondering if you're gonna see gyat and big booba then the answer is yes, very often.

it has fan service but it doesn't feel bad like other anime does, it feels refreshing and I love it, the thing is cid doesn't even care even if women is naked infront of him lol

It's used to add to silly, quirky scenes to make them sillier. But it's not out-of-nowhere panty shots every scene.

It has substantial topics to cover than just fan service

Note: I don’t lazily watch 3-5 episodes, biasedly compare to other anime, or unfairly judge by surface level similarities. With every anime I start, I watch the entire series, both Japanese Sub & English Dub, then judge each anime based on what they present, to give an honest and fair rating.

It's nicely done. It doesn't overdoit, which makes me able to appreciate it more when they do. A lot of focus on the body shapes.

It's there but mostly shallow just doesn't care about it and it's presented in a way where you don't care about it. At the same time most of the characters in the show are women, fighting for one guy's affection, while trying to fight an evil organization from the shadows.

don't know about novel (if any) but anime is definitely better than manga. And about the question it's reasonably justifiable with the situation presented.

I wouldn't even say there is that much fanservice after all, unless cleavage already counts as fanservice. There are some juicy Beta scenes which are nicely done though.
