Basically the 2012 ones are reused as actual parts of the episodes, either in their entirety, with small changes, or repurposed (e.g. While the "controller" OVA is basically unchanged, Yase's cup episode is something entirely new that re-uses 2-3 scenes).
Because every episode is divided into three sections, it allows the ONA's (Which were random scenes without context) to have a context, which make them better, IMO.
As for the 2011 OVA, some scenes are re-used, but the context is very different (Also, something that happens to A and Un in the ONA is cut from the anime, but is implied to have happened).

At the end of the anime there are scenes than pan over some background characters that appear on the ONA, but were cut on the anime, probably as nods to those who watched them.

So no, you don't NEED to watch them, but if you want, consider watching them before the anime.

I 2nd this, this is exactly how I just watched through them all and it was really cool to see how they built the story around those scenes.
