Dub missing on Netflix?

So I started rewatching and playing catch up (haven't seen Destiny) before I watch the new Gundam titles on Netflix. So far so good...except for the voice tracks. Every now and then some character isn't dubbed or voiced at all and just has subtitles over background noise in the scene. Started--or I first noticed--in the episode where Lacus and Atrhun's fathers are introduced. Not consistent and sometimes it'll be a main character who had lines earlier in the episode.

I'm assuming this is the HD remaster, but what's the story here? They get a few bad masters in the transfer or some quirk in the licensing?
