Considering the 1st season adapted 59 chapters out of 127, do you think S2 will be enough to adapt remaining 68 chapters and conclude the story or there will be a 3rd season?

it is a manga
the novels are side stories. most successful Jump manga get a few of them however they're usually not adapted into anime. Hell's Paradise is one of the few instance where it happened with Naruto, Boruto and Black Clover

Season 1 only adapted 45 chapters, not 59!
So there's still much more to adapt.
Season 2 could conclude the series if it has 24-26 episodes, but if it only has 12-13 episodes, there will either be a final season or a movie.

Season 1 adapted 45 chapters and if season 2 does the same it will end on chapter 90-91 which leaves almost 20 chapters of horai arc and last 17 chapters of departure arc which makes 37 chapters in total so enough for 10-11 episodes or maybe movies for both.
