A question about Benawi

Why is Benawi the only character besides Hakuoro that doesn't have furry ears and a tail? I know why Hakuoro doesn't because of information revealed in the anime but they never touch the subject of Benawi's past/heritage.

I'm pretty sure Benawi is same race as Oboro, but Benawis hair is covering his ears.

I saw a pic of Benawi's ears they are furry but his hair covers them so they look human.
