The story does get a lot better. In S they explore more into Misaka's character. The reason I could get through season 1 is that I really like the world of index and misaka is a really good character

I definitely think that it starts slow. The first season doesn't really do much in terms of development for the main cast. Railgun S was where I got into it but it's definitely not for everyone.
