I rate my anime and manga by taking the rating of what I liked best. For example if the action was 10/10 but the story is pretty bad or vice versa, I'd still give the series a 10/10.

Basically, I just rate how good a series was based on my preferences. For ratings of 10/10 I usually add another personal rating in tags to show how a 10/10 series compare with other 10/10 series's.
