Ore Monogatari!!

Both animes are cute drama-less romance and friendship stories. There are no rivals, humiliation and other problems, popular with shoujo. Both stories are warm and fuzzy and, despite different art style, very cute.
Bromance and friendship are important for both plots. Acchi Kocchi revolves around a bigger group of friends, but doesn't peek too deep in their personalities. Ore Monogatari has just 3 leading characters and shows their relationships in more detail.
I'd say Acchi Kocchi is 100% for both genders and Ore Monogatari is better suited for girls and guys, who like shoujo specifically.
Ore Monogatari starts off with a odd romance between 2 high schoolers. Acchi Kocchi is similar in the sense that both the romantic lead couples in these 2 Animes are equally odd!
-The male leads in both are quite the "airheads" while the girls in both the animes try their best not to get bested by their overwhelming feeling.
-Both animes are incredibly wholesome, you'll feel giddy watching each of the episodes from these two
