Katte ni Kaizou

Both shows are adaptations of manga by the same author and done by the same animation studio. Katte ni Kaizou's manga actually precedes Zetsubou Sensei's and it's plain to see a similar style of surrealistic comedies in both. Not to mention both shows have similar catchy music and deranged animation.

Both have the same authors (Kumeta Kouji and Shaft studio), similar humor and crazy absurd randomness.

They were both done by the same author (Kumeta Kouji ) and production company (Shaft), and the format of the episodes is a bit similar, as well as the animation. Katte ni Kaizou is raunchier though.

The word random couldn't even begin to describe these series, both of them all full of hilarious moments and both of them are animated by Shaft, so besides great comedy you'll get some nice animation.

After Sayonara Zetsubou Sensei, Kōji Kumeta and Shaft once again had done a great job at making a satirical comedy, although Katte ni Kaizou is actually the predecessor of Sayonara Zetsubou Sensei. However, Katte ni Kaizou is contained with shimoneta while Sayonara Zetsubou Sensei is more focused on dark humor.

They're both from the same studio, based on the manga of the same author, as well as having the same type of comedy of taking something simple but slowly taking it to the utmost extreme. They could perfectly be a spin-off of each other, or be considered the same anime but with different characters and setting.
The only noticeable difference is Katte ni Kaizou having a more raunchy comedy and less social critique but if you liked Sayonara Zetsubou Sensei and wish you had a fourth season, this will surely calm your itch for a while.
