All the people who write this show is all about a girl bullying an upperclassman and that it's mean or problematic and that he's the butt of all jokes and that the show is ecchi and all these other weird comments/reviews - either haven't watched it or have zero emotional understanding and really need to interact with people more.
From nearly the very beginning it is clearly shown that her so-called "bullying" or more like "teasing" might be a better word, is her way of trying to instigate interactions with him because she instantly had feelings for him but she is also extremely embarrassed about it

throughout the entire anime and so she forces both herself and him to engage in various interactions with each other to try to get closer and create touch and feelings. You can see the extreme contrast of how she reacts coldly and indifferently to any other guy, how she protects senpai when things get too far, how she acts tough but gets chicken feet when things go further than she planned and there are a million examples of all of these things from moment zero until the very end.
He, in turn, doesn't particularly like the teasing itself but he does understand it isn't malicious and appreciates her company and learns to like these little interactions as he learns to understand her behavior better.
If you think anime protagonists are denser than neutron stars, then the people in the comments here are denser than an anime protagonist...
This anime is very well written. The voice acting for Nagatoro is excellent and bring out a whole spectrum of emotion in every word. The artwork is very crisp and beautiful. The expressions the characters often have are hilarious and also telegraph very clearly how they feel. Highly recommended.
