The story is light enough, which makes the non-fans can also enjoy the movie.
For fans which is me, the story gives something new: not just Luffy beat the villain, but it makes me care about the villain for the first time in the One Piece movie. However, I admit the reason the villain became a villain is somewhat weak, but I can easily disregard that.
Sure the film has seven songs, and it was totaled to around 30 min, but all of the songs are so great, and I feel they match the scene. Mind you, the film synopsis already stated that the movie background is

a live concert, and the new main character in this movie is UTA, who is a singer that happens to be Shanks's daughter. She is the reason Shanks appears in the film. The film also shed a bit about the Akagami Pirates' power, especially the difference between them and the Marines.
The battle is top-notch. Both the fighting scene and the prelude before the battle is so awesome they give me a chill. In this battle, we can see more about every participant's capability. That's why I think this movie is awesome, it can share the screen time between all important characters and not only focus on Luffy saving the days again and again, just like the other movie.
By the time the movie ended, I wanted to watch it a bit more because the characters, especially UTA, gives a great impact on me.
I believe this RED movie is the best out of the One Piece movie as of now.
