The story itself doesn't stand on it's legs without watching the anime, and even with watching it it is difficult to see where it would land and how the story would be affected by it. Just a kind of random one-shot, would recommend if you are a big fan of Lain, but if not, I would say don't bother. The art in the story looks really nice though, and it is in full colour, which is uncommon.
TL:DR, the story does not hold significance or change the original story of lain really whatsoever, only read if you love lain.
The story being 15 pages does not lend ... itself to it's own benefit, as the grand ideas it presents are really only thought about minorly, which although is common in lain, it is normally done in a more grandiose or important way.
